The Rules to follow by The Executive Branch in times of war:
What the US Supreme Court has unanimously agreed upon (5-3), is to let President George W. Bush understand, that Congress is the authority for deciding what crisis decisions should be implemented, in a time of war.
These decisions must be discussed with the US Congress and the Executive Branch, and agreed upon by both sides, before any implementation of such emergency or crisis procedures are to be implemented.
